Update CPB-rapport ‘Kansrijk Innovatiebeleid’

Het Centraal Planbureau (CPB) heeft op 7 mei haar update voor een ‘Kansrijk Innovatiebeleid’ gepubliceerd in aanloop naar de Tweede Kamerverkiezingen in maart 2021. Het rapport biedt politieke partijen en andere geïnteresseerden inzichten in de effecten van financiële beleidsinstrumenten van de Rijksoverheid en wat Nederland in de breedte beter zou kunnen doen op het gebied van (directe) publieke investeringen in R&D.

Het CPB-rapport laat zien dat Nederland 2,2% van het BBP investeert in R&D. Dat is boven het Europese gemiddelde, maar onder de doelstelling van het kabinet (2,5%) en onder landen als België en Duitsland. Daarbij blijft het aandeel van directe publieke investeringen in Nederland ten opzichte van andere landen ver achter.

HollandBIO ziet verschillende maatregelen uit het rapport die bijdragen aan het vergroten van directe publieke investeringen in R&D en daarmee aan een ijzersterk innovatieklimaat in Nederland:

  • Het uitbreiden van de WBSO.
    De WBSO is een financieringsinstrument, dat bedrijven tegemoet komt in gemaakte R&D-loonkosten. De regeling heeft een positief effect op R&D inspanningen en is van groot belang voor de biotech sector.
  • Het uitbreiden van het Toekomstfonds.
    Het Toekomstfonds bestaat uit de financiële instrumenten Innovatiekrediet, Seed Capital en Vroege Fase Financiering en zijn onmisbaar voor biotech start-ups. Juist in de vroege fase van een biotech bedrijf is er maar weinig aanbod van privaat kapitaal. Om dit marktfalen te verhelpen, kan  een structurele uitbreiding van het Toekomstfonds uitkomst bieden.
  • Sturen op nieuwe oplossingen voor maatschappelijke uitdagingen via SBIR.
    Een recente studie naar het Amerikaanse SBIR-instrument toont aan dat het winnen van een SBIR leidt tot 30% meer octrooien. Indirect kan dit leiden tot meer investeringen in R&D. Versterking van de SBIR-regeling is bij uitstek geschikt om focus op innovatieve sleuteltechnologieën aan te brengen.
  • Verhogen van de PPS-toeslag.
    Een verhoging van de PPS-toeslag maakt het mogelijk om meer samenwerkingen tussen private en publieke partijen te stimuleren. Wel moet dan duidelijk gekeken worden naar de doeltreffendheid van de toeslag. Sluit de samenwerking aan bij het perspectief van zowel private als publieke partijen?

Overvraagde Corona-Overbruggingslening vraagt om uitbreiding

Binnen één week na het openstellen van de Corona-Overbruggingslening (COL) is er al voor meer dan €500 miljoen aangevraagd door start- en scale-ups en innovatief MKB, terwijl in eerste instantie €100 miljoen door het kabinet is vrijgemaakt. De cijfers laten zien dat de nood en urgentie hoog is bij deze bedrijven, die vaak geen toegang hebben tot andere noodmaatregelen van de overheid.

Het dashboard van Techleap dat de aanvragen in kaart brengt, laat zien dat aanvragen uit enkel de categorie life sciences zo’n 5% van het totaal beslaan. De biotech sector in brede zin, die ook overlap heeft met categorieën als biobased, agritech & voedsel en medtech, is hoogstwaarschijnlijk verantwoordelijk voor een nog veel groter deel van de aanvragen.

Op basis van deze overweldigende, voorlopige tussenstand roept HollandBIO de Nederlandse overheid op om op korte termijn het budget voor de COL aanzienlijk uit te breiden. Alleen op die manier kunnen alle start-ups, scale-ups en innovatieve MKB’ers die dat nodig hebben, ook toegang krijgen tot een noodmaatregel die wél aansluit op hun type onderneming.

Kiadis Pharma receives FDA approval for NK cell therapy Phase 2 trial

Kiadis Pharma has received approval from the U.S. Food and Drug Administration (FDA) to start its NK-REALM phase 2 clinical trial, which the Company submitted through an investigational new drug (IND) application in April 2020. Kiadis is developing K-NK002 as an adjunctive therapy to the haploidentical HSCT standard of care with the goal of reducing relapse rates.

Kiadis’ Phase 2 study, called NK-REALM (haploidentical NK-cells to prevent post-transplant RElapse in AML and MDS), will evaluate the use of K-NK002 as an adjunctive therapy for blood cancer patients undergoing a haploidentical HSCT with the current standard of care, the post-transplant cyclophosphamide (PTCy) protocol. The study, which will be conducted with the NIH-supported Blood and Marrow Transplant Clinical Trials Network (BMT CTN), funded by the National Heart, Lung and Blood Institute and the National Cancer Institute, both part of the National Institutes of Health (NIH), will enroll 63 patients at leading transplant centers in the U.S. The first 6 patients in the NK-REALM study will be evaluated as a safety lead-in. The study is designed to confirm earlier proof-of-concept data in 24 patients, which showed that adjunctive treatment with K-NK002 has the potential to substantially improve outcomes for patients in need of a HSCT.

The Company’s phase 2 study will evaluate K-NK002 produced using Kiadis’ proprietary PM21 technology platform that enables high dose, low cost, scalable and industrial production of NK-cell therapy without the risk of residual tumor cells in the final product. This is the first human trial using drug produced with Kiadis’ PM21 technology. Kiadis is able to proceed directly with a phase 2 trial based on bridging from K-NK cells produced with FC21 used in earlier clinical studies to K-NK cells now produced with PM21.

This study is the first with K-NK cells produced with our PM21 particle production platform. Our ability to proceed directly with a Phase 2 leverages existing clinical data and further validates similarity between K-NK cells produced with FC21 and PM21. We will now work with BMT CTN to start the study and expect to enroll the first patients in the safety lead in this year.”

Kiadis Pharma’s K-NK-Cell Therapies
Kiadis Pharma’s K-NK platform is designed to deliver potent NK cells to help patients, without the need for genetic engineering. Kiadis Pharma’s programs consist of off-the-shelf and haploidentical donor NK-cell therapy products for the treatment of liquid and solid tumors as adjunctive and stand-alone therapies. 

The Company’s PM21 particle technology enables improved ex vivo expansion and activation of cytotoxic NK cells supporting multiple high-dose infusions. Kiadis Pharma’s proprietary off-the-shelf NK-cell platform is based on NK cells from unique universal donors and can make NK-cell therapy product rapidly and economically available for a broad patient population across a wide range of indications. Kiadis Pharma is developing K-NK002 as an adjunctive immunotherapeutic on top of HSCT, and K-NK003 for the treatment of relapse/refractory acute myeloid leukemia. In addition, Kiadis Pharma has pre-clinical programs evaluating NK-cell therapy for the treatment of solid tumors.

HollandBIO deelt gevolgen coronacrisis voor biotech industrie met Tweede Kamer

Het coronavirus staat bovenaan de agenda van de Tweede Kamer. In dat kader heeft de Tweede Kamer een consultatie gehouden om bedrijven, organisaties en instellingen aan het woord te laten over de gevolgen die zij ondervinden na het treffen van het eerste coronamaatregelenpakket vanuit de Nederlandse overheid.

HollandBIO grijpt deze kans met beide handen aan om de gevolgen voor de biotech sector te duiden en  om nogmaals duidelijk te maken dat lang niet alle maatregelen tegemoet komen aan de behoeftes van biotech ondernemers. De coronacrisis leidt, samen met de niet helemaal afdoende maatregelen, tot een hoog risico op groot waardeverlies op korte maar ook middellange en lange termijn.

Als boodschap geeft HollandBIO de Tweede kamer mee dat innovatieve start-ups, scale-ups en MKB  allesbepalend zijn voor het toekomstige innovatie- en verdienvermogen van Nederland en ons vermogen om maatschappelijke uitdagingen op gezondheid en duurzaamheid het hoofd bieden. Het belang van de biotech en life sciences sector is vandaag de dag evidenter dan ooit. Het zorgvuldig opgebouwde Nederlandse life sciences cluster bouw je na het afbrokkelen ervan niet zomaar weer op. We roepen dan ook op deze cruciale sector daarom met passende maatregelen te steunen.

Ook prins Constantijn van Oranje, speciaal gezant van Techleap.nl, geeft in een uitzending van WNL op Zondag aan dat innovatieve start-ups en scale-ups tegen specifieke uitdagingen aanlopen. Zij hebben vaak weinig tot geen omzet en kunnen daardoor geen aanspraak maken op een noodmaatregel als de NOW, terwijl hun kosten door blijven lopen en nieuwe financieringsrondes uitblijven. De recent opgezette Corona-Overbruggingslening (COL) voor start-ups en scale-ups is een goede eerste stap om dit probleem te ondervangen, al blijft de vraag of de omvang van het budget voldoende zal zijn.

Toxys relocates to the newest BioPartner building

Toxys is an innovative Dutch biotech company that develops unique animal-free laboratory tests for the safety assessment of novel medicines, chemicals, cosmetics and food. Productie in Nederland van miljoenen medische mond- en neusmaskers voor zorgmedewerkers gestart

Het Nederlandse consortium van AFPRO Filters, Koninklijke Auping en Koninklijke DSM is gestart met de grootschalige productie op eigen bodem van FFP2 medische mond- en neusmaskers, die zorgmedewerkers beschermen tegen het corona-virus. Op verzoek van Minister van Rijn van Medische Zorg en Sport worden in de komende maanden miljoenen mondkapjes geproduceerd. Met deze grootschalige nationale productie wordt in recordtijd ongeveer 25% van de acute behoefte aan medische mondmaskers voor de zorg in Nederland voorzien.

Na een spontane afspraak op 10 april tussen de CEOs van AFPRO, Auping en DSM is met man en macht gewerkt om grootschalige productie in Nederland op te zetten. Het consortium gaat voorzien in de grote behoefte aan gecertificeerde mond- en neusmaskers om zorgmedewerkers die in aanraking komen met coronapatiënten te beschermen. Inmiddels worden in Alkmaar en Deventer volwaardige productielijnen voor FFP2 mond- en neusmaskers opgetuigd voor de volumeproductie van 1 miljoen mond- en neusmaskers per week. De eerste duizenden mondmaskers, met de hand en volgens de overheidsrichtlijnen gemaakt door Auping, worden deze week geleverd aan het Landelijk Consortium Hulpmiddelen (LCH) dat de distributie aan zorginstellingen organiseert. De bedrijven leveren de mond- en neusmaskers tegen kostprijs aan de overheid en geven volledig en transparant inzicht in de gemaakte kosten.

Krachten bundelen

Bij de grootschalige productie van de gecertifieerde mond- en neuskapjes zijn de expertises van de drie bedrijven gebundeld: de kennis van luchtfiltersystemen van AFPRO Filters, de productiecapaciteit en ervaring van Auping met het confectioneren van stoffen en materialen in verschillende lagen en de specialistische materialenkennis, de algehele coördinatie en het wereldwijde netwerk van DSM. Zo is een unieke samenwerking ontstaan die de Nederlandse overheid helpt met de snelle opstart van de productie van FFP2 maskers op Nederlandse bodem. Met deze publiek-private samenwerking slaan de Nederlandse overheid en het Nederlandse bedrijfsleven de handen ineen om mensen in de frontlinie te beschermen en de coronacrisis aan te pakken.

Minister Martin van Rijn (Medische Zorg): “Mooi dat met de samenwerking van DSM, Auping en AFPRO de eigen productie aan FFP2 mondmaskers in Nederland is gestart. Samen met de luchtbrug van China naar Nederland en hergebruik komt er zo een structurele stroom van miljoenen mondmaskers per week op gang. Geweldig nieuws voor iedereen die zo hard werkt in de zorg”.

Minister Eric Wiebes (Economische Zaken en Klimaat): “De enorme bereidheid van het bedrijfsleven om een bijdrage te leveren aan de bestrijding van het coronavirus is een belangrijk lichtpunt in deze uitzonderlijke tijd. Dankzij een gezamenlijke inspanning van het consortium en de overheid kan de productie van hoogwaardige mondmaskers ondanks de schaarste aan materialen en machines nu gestart worden.”

€17 million for Kiadis Pharma

Kiadis Pharma, a clinical-stage biopharmaceutical company, today announces that it has closed private placements totalling EUR 17 million with two healthcare focused investors. Kiadis plans to use the proceeds from these transactions to continue to fund the development of the its K-NK-cell therapy programs.

Arthur Lahr, CEO of Kiadis commented, “We are very pleased to have completed these transactions, which together will fund our business through near-term milestones with our K-NK programs that we believe will create value for all stakeholders.”

In April, Kiadis raised EUR 17 million in gross proceeds through two private placements with healthcare-focused investors, both of which closed today. Pursuant to the first EUR 12 million private placement, 7,490,637 new shares were issued at a subscription price of EUR 1.60 per share, and 3,745,318 5-year warrants with an exercise price of EUR 2.22 were granted. Of the new shares, 5,800,000 have been admitted to listing and trading on Euronext Amsterdam and Euronext Brussels as per today. In the context of this private placement, the Company has agreed to a lock-up undertaking not to issue further new shares for a period of 60 calendar days after the settlement date. In the event that the volume weighted average share price has exceeded EUR 2.00 on any trading day during the lock up period, the lock-up restriction shall lapse on the later of the 45th day after the Closing Date and the trading date that the VWAP has exceeded EUR 2.00.

Pursuant to the second EUR 5 million private placement, 2,986,858 new shares were issued at a subscription price of EUR 1.67 per share, and 1,493,429 5-year warrants with an exercise price of EUR 2.32 were granted.

The remaining 1,690,637 new shares related to the first private placement and the 2,986,858 new shares related to the second private placement shall be admitted to listing and trading on Euronext Amsterdam and Euronext Brussels as soon as possible on the basis of a prospectus that the Company shall prepare, get approved by the Netherlands Authority for the Financial Markets (Stichting Autoriteit Financiële Markten) and make generally available in accordance with the Prospectus Regulation (EU) 2017/1129 and which shall be notified to the Belgian Financial Services and Markets Authority (Autorité des services et marchés financiers) for passporting in accordance the Prospectus Regulation.

HALIX enters collaboration with the University of Oxford for GMP manufacturing of a COVID-19 vaccine

HALIX has joined a consortium of partners under the guidance of the University of Oxford, to provide GMP manufacturing services supporting the large scale production of a COVID-19 vaccine (ChAdOx1 nCoV-19), being developed by the University’s Jenner Institute. This GMP manufacturing scale-up is taking place alongside early phase clinical trials. The trials are crucial in testing whether the vaccine is proven to be effective.

The nCoV-19 vaccine is based on the Jenner Institute’s adenovirus vaccine vector (ChAdOx1) technology, which was chosen as the most suitable candidate for a SARS-CoV-2 (COVID-19) vaccine as it can generate a strong single dose immune response, and is not a replicating virus, so it cannot cause infection in the vaccinated individual.

Under the collaboration, HALIX B.V. will utilise its brand new state-of-the-art GMP facilities with capacity up to 1,000 L SUB scale, applying its viral vector bioprocessing expertise, to transfer an industrial scale drug substance process from Pall in the UK, supporting the manufacture of ChAdOx1 nCoV-19 clinical trial material. Based on this transfer, HALIX B.V. and the consortium will be in a position to manufacture at a larger scale. This is a key step in decreasing the time it would normally take to make the vaccine available for deployment and could help to halt the further spread of this pandemic.

The large-scale manufacturing project is a collaborative effort, led by Dr Sandy Douglas at the Jenner Institute. The ChAdOx1 coronavirus vaccine alliance encloses viral vector manufacturing and regulatory compliance experts from the University of Oxford’s Jenner Institute and Clinical Biomanufacturing Facility, the Vaccine Manufacturing and Innovation Centre (VMIC), Pall Biotech and Cobra Biologics.

The clinical trial program, led by Professor Sarah Gilbert at the Jenner Institute and Professor Andrew Pollard of the Oxford Vaccine Group, will recruit up to 510 volunteers, who will receive either the ChAdOx1 nCoV-19 vaccine or a control injection for comparison. Since March 23, 2020, The University of Oxford is recruiting individuals in the UK to take part in trialing the vaccine.
