{"id":37233,"date":"2026-03-24T16:10:10","date_gmt":"2026-03-24T15:10:10","guid":{"rendered":"https:\/\/www.hollandbio.nl\/?p=37233"},"modified":"2026-03-25T12:04:52","modified_gmt":"2026-03-25T11:04:52","slug":"eu-biotech-act-no-guts-no-glory","status":"publish","type":"post","link":"https:\/\/www.hollandbio.nl\/en\/nieuws\/eu-biotech-act-no-guts-no-glory\/","title":{"rendered":"Dutch assessment of the EU Biotech Act: no guts no glory?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In December 2025, the European Commission unveiled\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_3077\">Part I of the EU Biotech Act<\/a>, a long-awaited signal that Europe aims to unlock biotech\u2019s full potential. During the holidays, the Dutch government dove into the EU proposals to draft its assessment, a so-called BNC-fiche. And, as the Netherlands does not shy away from communicating its strong ambition when it comes to biotech, hollandbio had high hopes that the Dutch government would call for even bolder moves, including proper EU and national resourcing and a broader scope of the Act. The current act still risks falling short of being the breakthrough the EU needs in a highly competitive global landscape. But unfortunately, we felt the <a href=\"https:\/\/www.rijksoverheid.nl\/documenten\/richtlijnen\/2025\/12\/16\/fiche-1-verordening-en-richtlijn-op-het-gebied-van-gezondheidsbiotechnologie\">official assessment <\/a>of the <a href=\"https:\/\/www.hollandbio.nl\/nieuws\/hollandbios-take-on-the-eu-biotech-act-part-i\/\">EU Biotech Act Part I<\/a> to be somewhat disappointing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As expected, the Dutch fiche does embrace biotech\u2019s role in strengthening Europe\u2019s competitiveness, along with attention to workability, harmonisation, and Dutch best practices. But at the same time, the overall stance is surprisingly cautious, in contrast to the previously published broad, forward\u2011leaning Dutch <a href=\"https:\/\/www.hollandbio.nl\/nieuws\/dutch-government-champions-broad-and-competitive-eu-biotech-act\/\">non\u2011paper<\/a> and <a href=\"https:\/\/www.hollandbio.nl\/nieuws\/stippen-en-stappen-van-de-overheidsvisie-voor-biotech\/\">national biotech vision<\/a>. Rather than seizing Europe\u2019s opportunity to lead, the fiche places significant weight on feasibility, governance and constraints. Important points, certainly, but for a country that wants to lead in biotech by 2040, we expected stronger follow\u2011through from ambition to action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s why hollandbio remains fully engaged, contributing to Parliamentary consultations, advising policymakers and feeding insights into both Part\u202fI and Part\u202fII of the act.
