KWF Kankerbestrijding zet in op innovatie op het gebied van kankeronderzoek en biedt binnen dat kader financiering aan voor publiek-private samenwerkingen (PPS’en). KWF nodigt ondernemers en onderzoekers van harte uit om een vooraanvraag en kostenraming in te dienen voor oncologische onderzoeksprojecten, waarbij minimaal 1 private partij met winstoogmerk betrokken is. Deze PPS-toeslag kan interessant zijn voor MKB’ers, omdat zij een in kind bijdrage kunnen leveren i.p.v. een in cash bijdrage. In their Dutch Healthtech 2021 Report, which was released last week, Techleap analysed the Dutch healthtech sector from the perspectives of founders and investors. Techleap has found that innovative healthtech startups have difficulties to grow and become global leaders due to several challenges. This means products and services do not reach patients and consumers. HollandBIO agrees with the findings of Techleap and thinks these challenges do not only relate to healthtech, but to the whole biotech sector. It is time to unlock the scaling paradox and unleash the innovational potential of the complete life sciences ecosystem.
Key challenges
Amongst others, Techleap identifies four key challenges for Dutch biotech companies. HollandBIO agrees and we think that, to reap the full benefits of biotech in the Netherlands, we have to overcome the following hurdles:
Low startup to scaleup conversion. It is difficult for startups to scale-up. Of a relatively large population of healthtech startups, only 29% become scaleups. This finding was earlier mentioned in the AWTI report ‘Beter van start’.
Small ticket sizes: Ticket sizes of investments are smaller compared to other international leading ecosystems. This proves, combined with dependency on public funds in the earlier stage, a slowing factor to move from startup to scale-up.
Suboptimal IP-transfer: Many academic founders in healthtech struggle in the process of negotiating the IP transfer out of universities. This struggle takes a lot of time and energy which could also have been put in developing the company.
Commercial focus: Many Dutch healthtech founders focus on technology and product instead of developing their business or expanding abroad.
The solution of Biotech Booster
These hurdles are addressed in HollandBIO’s Groeifonds proposal ‘Biotech Booster’. The proposal focuses on the improvement of valorization of knowledge towards products and services that reach the patients and consumers. Biotech booster does this by longer coaching startups to foster their growth towards a more robust, investor-ready, scale-up.
Challenge the status quo together
An important recommendation in the report is focused on collaboration. HollandBIO is proud to see that one of Techleap’s recommends to ‘intensify collaboration in the Dutch healthtech ecosystem by enabling closer cooperation between selected stakeholders in the healthtech sector who are willing and able to change the status quo and are willing to make the difference, including Topsector LSH, HollandBIO, NLHealth, Health Valley and HealthInc.’

Het Duitse ifo Instituut, een economisch onderzoeksinstituut, heeft in een studie aangetoond dat het verstrekken van indirecte onderzoeksfinanciering een positief effect heeft op het succes van innovatieprojecten. R&D bedrijven, die in landen gestimuleerd worden middels belastingvoordelen, zoals de WBSO en de Innovatiebox in Nederland, hebben een grotere kans op succes van hun onderzoeksprojecten. De bevinding van onze oosterburen is zo klaar als een klontje: met de hulp van belastingvoordeel boost je R&D innovatie!
Inzet belastingvoordeel loont
De kwantitatieve evaluatie, die uitgevoerd is voor Europa, Japan, Canada, China, Australië en de Verenigde Staten, toont aan dat het innovatieve MKB baat heeft bij de belastingvoordelen. In vergelijking met directe financiering verliezen bedrijven geen tijd aan het aanvraagproces en dragen ze ook geen hoge kosten voor consultdiensten.
Dat is een uitkomst voor biotech bedrijven die bij uitstek investeren in R&D, maar HollandBIO roept de overheid ook graag op een goede balans te behouden tussen indirecte en directe financiering. Naast het in stand houden en optimaliseren van bijvoorbeeld de WBSO en Innovatiebox, ook goed te blijven kijken naar meer mogelijkheden tot directe financiering. Dat loont!

Vergrijzing, diabetes type 2, tekort aan zorgpersoneel; onze samenleving staat voor grote uitdagingen die vragen om meer kennis en baanbrekende innovaties. Dat biedt kansen voor wetenschappers, bedrijven en publieke partijen. NWO speelt daar op in door jaarlijks via diverse subsidie-instrumenten ruim €100 miljoen te investeren in onderzoek waarin publieke en private partijen samenwerken.
De rol van het MKB
Om tot maatschappelijke en economische impact te komen is de deelname van het MKB noodzakelijk en is daarom in alle instrumenten een belangrijk partner in het onderzoek. Door het delen van kennis en het samenwerken aan innovaties kan er een vertaalslag worden gemaakt van onderzoeksresultaten naar oplossingen voor de maatschappij. Voor onderzoek dat gefinancierd wordt binnen het Kennis- en innovatieconvenant (KIC) hanteert NWO stimuleringsmaatregelen om het MKB beter te betrekken. NWO stelt twee nieuwe instrumenten beschikbaar.
Over de NWO-instrumenten
Bij ‘Vraag voor Partners’ ontwikkelt een publieke en/of private partner in een partnerschap met NWO een onderzoeksprogramma rondom een bepaalde kennis- en/of ontwikkelvraag. De partner is medefinancier (min. €1.5 miljoen cash) in het programma en NWO verdubbelt dit bedrag. Dit instrument is daarmee vooral geschikt voor (een combinatie van) publieke en/of private partijen die een thematisch onderzoeksprogramma van aanzienlijke omvang willen initiëren.
Bij ‘Vraag voor Consortia’ dient een consortium van kennisinstellingen, publieke en private partijen een onderzoeksvoorstel in ter beantwoording van een zelfgekozen kennis- en ontwikkelvraag.
De financiële NWO-bijdrage aan deze instrumenten is beschikbaar voor fundamenteel en praktijkgericht onderzoek, uitgevoerd door wetenschappers in samenwerking met bedrijven. De mate van cofinanciering door private partijen is voor deze instrumenten vastgesteld op 50%, en tenminste 30% van de totale omvang van het partnerschap.

De Europese Commissie (EC) heeft aan alle Europese lidstaten voorgesteld om een onderzoeks- en innovatiepact te ondertekenen zodat we nationale R&D-budgetten opschroeven naar tenminste 3% van het BBP in 2030. ‘A Pact for Research and Innovation in Europe’ ondersteunt niet alleen de economische positie van de Europese Unie (EU), maar draagt aan ook bij aan verdere versterking van onze basis op kennis en innovatie. Wat HollandBIO betreft broodnodig om als Europa koploper te worden op de ontwikkeling èn benutting van excellente en technische kennis. Nederland, doen we mee?
‘A Pact for Research and Innovation in Europe’ is opgesteld door de EC om verdere implementatie van de Europese onderzoeksruimte, ook wel European Research Area (ERA), op nationaal niveau te ondersteunen. De EU wil de ERA zo inrichten dat lidstaten meer mogelijkheden krijgen voor het makkelijker en efficiënter uitwisselen van best practices, het faciliteren van samenwerkingen en het investeren in gezamenlijke onderzoeks- en innovatiedoelen.
Ophogen R&D-investeringen
HollandBIO juicht het onderzoeks- en innovatiepact van harte toe, en dan met name het doel om de lidstaten aan te zetten tot het opschroeven van hun R&D-investeringen tot tenminste 3% van het BBP. Dat is namelijk hard nodig in Nederland. Wij berichtten al eerder dat de R&D-investeringen in Nederland op een magere 2,16% blijven hangen, dat is zelfs ruim onder het OESO-gemiddelde van 2,5%. Andere partijen waaronder VNO-NCW en TNO delen dezelfde ambitie.
Europa als koploper
Als we in Europa onze kennispositie op het gebied van sleuteltechnologieën zoals biotechnologie willen verzilveren, dan moeten de Europese R&D-investeringen in lijn raken met andere wereldwijde koplopers. Afnemende investeringen in onderzoek en innovatie kunnen de toekomstige kennis- en economische positie van Europa in de weg staan, waardoor we het onderspit delven tegenover de Verenigde Staten en China. HollandBIO staat dan ook voor de volle 100% achter dit onderzoeks- en innovatiepact. We roepen de Nederlandse overheid op het pact te omarmen en tot ondertekening over te gaan. Deze gelegenheid voor het stellen van een stevige ambitie moeten we niet laten liggen.

Na een achtbaanrit van 22 jaar gaat Onno van de Stolpe uitstappen bij Galapagos. Gisteravond kondigde een van Nederlands grootste biotechbedrijven de geplande pensionering van zijn medeoprichter en CEO aan. Van de Stolpe blijft aan tot een vervanger gevonden is.
De rit van Galapagos tot nu toe was een wilde. Hoge pieken zoals de succesvolle ontwikkeling tot wereldspeler, die toenmalig ministers Wiebes en Hoekstra anderhalf jaar geleden graag vereerden met een bezoek. Evenwel zal niemand ontkennen dat het ontwikkelpad voor biotechbedrijven bezaaid is met hordes en helaas ook met tegenslag.
Die veelbewogen 22 jaar vereisen natuurlijk een ijzeren doorzettingsvermogen en engelengeduld. Met zijn sterke ondernemersgeest sloot Onno een reeks aan deals. En bovenal kan hij terugkijken op een prestatie van wereldformaat, het is slechts weinigen gegund een geneesmiddel van lab tot patiënt te brengen. Alleen al daarom kan hij als voorbeeld dienen voor veel andere Nederlandse biotech-ondernemers. En natuurlijk hopen wij dat Onno zijn kennis blijft inzetten om het Nederlandse ecosysteem verder te versterken. Vandaar dat we zeggen: Onno, hartelijk dank voor je jarenlange inzet en tot snel!
STEMCELL Technologies and Hubrecht Organoid Technology (HUB) have announced that they have signed an agreement for the use of tissue-derived organoids—including lung, intestinal, and liver organoids—for use in preclinical toxicology screening and non-cancer drug development services to be offered by the Contract Assay Services division of STEMCELL. These services will help researchers and organizations working on drug development incorporate organoids into their preclinical testing programs and bring new therapeutics to market faster and more cost-effectively.
HUB Organoids™ are experimental models derived from the adult stem cells present in epithelial tissues. Expansion and differentiation of these stem cells gives rise to functional “mini-organs in a dish”. HUB Organoids™ represent a patient-specific way of assessing the efficacy and toxicity of drugs during preclinical screening. By closely mimicking human biology, HUB Organoids™ can be used to more accurately predict patient response to treatment than traditionally used systems. As such, they have the potential to drastically lower the costs and failure rates currently associated with bringing new treatments to market. Under the existing agreement, STEMCELL develops and supplies a wide range of cell culture kits that efficiently expand and maintain the different stem cell-derived organoids that will be used for many of these screening programs.
This new agreement complements HUB and STEMCELL’s existing partnership, where STEMCELL is the exclusive provider of cell culture media for all HUB Organoids™, by allowing STEMCELL to perform preclinical toxicology screening as well as non-cancer drug testing and validation services. “We are extremely pleased to be able to expand our partnership with HUB to include these new services,” remarked Dr. Allen Eaves, STEMCELL’s Founder, President, and CEO. “As Scientists Helping Scientists, our goal is to make these incredible technologies more accessible to researchers, whether they are growing organoids in their own labs or partnering with service providers to advance their science.”

We hebben weer een extra reden om trots te zijn op ons land. Naast onze hoge plaats op Olympische medaillespiegel zijn we ook op weg naar eremetaal voor onze vaccinproductie. Nederland produceerdevorig jaar 1/6 van alle Europese vaccins, daarmee doet Nederland het veel beter dan je zou verwachten van zo’n klein landje.
Helden van hier Lonza, Halix en Janssen zijn de grote producenten in Nederland. Ruim 500 miljoen dosis vaccin rolde er van de band in Nederland in 2020. In heel de Europese Unie werden 3 miljard dosis vaccin geproduceerd.
Die groei is mede mogelijk omdat Janssen en Halix hun productie flink op hebben geschaald. De fabriek van Lonza is zelfs helemaal nieuw. In die fabriek produceert Lonza ruim 300 miljoen dosis van het Moderna-vaccin tegen het einde van dit jaar.
Naast vaccins komen er ook meer productielocaties van geneesmiddelen naar Nederland. Het goede vestigingsklimaat, goede infrastructuur en hoog opgeleide personeel maken van ons land een aantrekkelijke plaats om je te vestigen. Nederland is daarmee hard op weg om optimaal te profiteren van onze biotech kennis!
Wij verwachten dat, met een nieuwe fabriek, en twee uitgebreide fabrieken dat de positie van Nederland als vaccinland alleen maar versterkt wordt. HollandBIO vraagt zich alleen nog af: wanneer komt die huldiging met bordesscène voor onze vaccinhelden er?
The Dutch tax authority classifies Advanced Therapy Medicinal Products (ATMPs), like cell and gene therapies, as pharmaceutical products. HollandBIO was notified of this decision via a letter from the Dutch tax authority (in Dutch). This means that the reduced VAT rate of 9%, which is applicable to other medicines, also applies to ATMPs. This national decision ends uncertainty about the VAT position of ATMPs and enhances the business climate for ATMP producers in the Netherlands. This decision is the result of joint efforts by HollandBIO, the Association Innovative Medicines, Leiden University Medical Center, the ministries of Health, Economical Affairs and Finance and the Dutch tax authority.
Producing an ATMP: allogeneic or autologous When producing an ATMP, human cells are often used as a starting point. There are two kinds of sources for these cells: allogeneic or autologous. For allogeneic ATMPs, cells from a donor are used to produce a larger batch of ATMPs. In the production of autologous ATMPs, cells from an individual patient are used to manufacture the ATMP.
Implications of VAT classification of ATMPs To the Dutch tax authority, it was unclear whether to classify autologous ATMPs as a pharmaceutical product, or a medical procedure. While this question may seem trivial, the consequences of a classification as product or procedure on its tax position are large.
In the Netherlands, a reduced VAT rate of 9% applies to medicines, while medical procedures are exempted from VAT. If ATMPs would be exempted from VAT, the manufacturer would not be allowed to claim a refund of VAT paid on the supply side. For most goods, the high tariff of 21% applies, leading to high extra costs when producing ATMPs.
ATMPs are pharmaceutical products All other relevant legislation regarding ATMPs treats these as pharmaceutical products. For VAT purposes, this should be no different. Through joint efforts by HollandBIO, the Association Innovative Medicines, Leiden University Medical Center and the ministries of Health, Economical Affairs and Finance we were able to clarify this situation. After constructive meetings, the tax authority has definitively decided that ATMPs are pharmaceutical products, and thus the 9% VAT rate should apply.
Impulse for the business climate With this national decision the uncertainty around the VAT classification of ATMPs is over. Since ATMPs are now classified as pharmaceutical products, manufacturers can get the VAT paid in production refunded. The combination of financial predictability and a favorable VAT classification makes that this is an important step in improving the business climate in the Netherlands.
With its strong (knowledge) infrastructure, highly educated workforce and robust biotech ecosystem the Netherlands was already a good place for ATMP manufacturers, as illustrated by the presence of Kite and BMS in the Netherlands. This decision further strengthens this position and will hopefully lead to further growth of the Netherlands as a manufacturing location for this new generation of innovative therapies.
ISA announces the closing of a EUR 26 million funding round with participation from new investors including Invest-NL and existing investors including Regeneron. The proceeds of this round will be used to advance the lead product ISA101b towards first marketing authorization as well as to broaden the clinical pipeline of immunotherapies based on the Synthetic Long Peptide (SLP®) platform technology.

SLP® immunotherapies act through the specific activation of the patient’s own immune system. Lead product ISA101b targets cancers caused by human papilloma virus type 16 (HPV16). It is in late stage clinical development in three trials for the treatment of advanced stages of HPV16-positive head and neck cancer and cervical cancer in combination with Libtayo® (cemiplimab, anti-PD1 immunotherapy), which is being co-developed by Regeneron and Sanofi.

Persistent HPV16 infection can cause head & neck, cervical and anogenital cancers. These cancers can be severe and life-threatening with low overall survival rates once these cancers progress to advanced stages. HPV16 is a major cause of head & neck cancer with over 25,000 new cases and 11,000 deaths in Europe (source) and 46,000 new cases and 9,000 deaths in the US (source). HPV16 is also responsible for about 50% of cervical cancer cases. Cervical cancer is the 2nd most common cancer in women aged 15 to 44 years in Europe, with over 60,000 new diagnoses and 25,000 deaths each year in Europe. Globally there are more than 500,000 new patients and 300,000 deaths (source).
The SLP® technology platform is at the basis of several ISA pipeline products that are scheduled to proceed into clinical trials over the next few years. Three promising products are in the final stages of pre-clinical development. ISA104 targets the hepatitis B virus (HBV) in chronically infected patients. Chronic HBV is a major cause of liver cirrhosis and liver cancer and affects over 250 million people worldwide (source). ISA103 is aimed at tumours that express PRAME, a protein closely associated with the malignant behaviour of cells in numerous types of cancers. ISA106 is a potential treatment for high risk COVID-19 infected patients.
