Europe bets big on biotech

Biotech holds unique potential to address today’s most pressing challenges: helping us adapt to climate change, secure future-proof food systems, improve health, and strengthen Europe’s strategic autonomy. Without biotech, the pressure on our healthcare, food supply, and environment will only increase, and we risk falling behind in a rapidly changing world. That’s why it is good to see – and without surprise – that in its 2025 Strategic Foresight Report, the European Commission has identified biotech as one of the breakthrough technologies set to shape Europe’s next decades, alongside quantum, neurotechnology, and advanced materials. And luckily, this isn’t just a signal: it also comes with serious backing. The Commission has also confirmed it will mobilize €450 billion between 2025 and 2034 to strategic sectors like biotech, health, agriculture, and the bioeconomy. This long-term European Competitiveness Fund will offer a mix of grants, equity, and guarantees to support startups and scale-ups, aiming to boost European innovation, resilience, and industrial leadership, and to create a healthier, climate-friendly and more independent future for Europe.

Europe must act now to stay innovative

Europe risks falling behind North America and Asia in innovation as regulatory barriers continue to hold back start- and scale-ups – especially in biotech. To remain competitive, the EU has set the ambition to create the right conditions for innovators to choose Europe and asked to share what it would take to get there. In our response to the EU Innovation Act consultation (open until October 3rd), we urge the EU to reduce regulatory pressure, align public and private funding with deeptech needs, and foster talent, valorisation, and market access for innovative ideas. For the EU’s 28th regime consultation (open until September 30th), we stress that a single harmonized legal framework will only work if it truly simplifies approval processes, while boosting opportunities for European companies to scale within the Single Market. With an integrated, action-oriented approach, we believe Europe can retain its innovative strength and strategic autonomy. The time to act is now!

Help shape the future of European food and feed safety

Last week, the European Commission opened a call for evidence on a new EU Biotech Act “omnibus” – a package of rule changes to make EU food and feed law smarter, clearer, and faster. The commission is asking for ideas to speed up access for biological crop protection products and biocides and suggestions to clarify and simplify legal requirements for feed additives, fermentation products and food safety and hygiene. Until October 14th, biotech companies, food researchers and producers can help shape how Europe produces food, protects crops, and brings biotech innovations to market. Share your feedback here!

Biotech beleid booming in Brussel

Brussel zit deze zomer zeker niet stil: biotech is booming bij de Europese beleidsmakers. Zo lopen er consultaties over de EU Biotech act, EU Innovation act – met daarin de mogelijkheden voor een 28e regime – en publiceerde de Europese Commissie een EU Life Science Strategy. Daarnaast presenteerde de Europese Commissie een voorstel om een European Competitiveness Fund te introduceren en stemde het Europees Parlement voor een initiatierapport waarin zij biotech als strategische prioriteit bestempelen. Hollandbio zet de ontwikkelingen voor je op een rij.

Act Now for EUR Biotech & Innovation 

Op dit moment lopen twee consultaties die voor biotech in Europa absoluut relevant zijn. Hollandbio zal daar namens de Nederlandse biotech input op leveren, maar wij moedigen bedrijven en andere organisaties ook aan zelf een bijdrage in te sturen op beide uitvragen: voor Europese consultaties geldt hoe meer reacties, des te beter. De eerste is de EU Biotech Act en de tweede is de EU Innovation Act. De Innovation act heeft als doel het creëren van een meer innovatievriendelijk klimaat in Europa door barrières zoals versnipperde regelgeving, beperkte toegang tot financiering, trage procedures en talenttekorten weg te nemen.  

Europese Life Science Strategy 

Afgelopen zomer publiceerde de Europese Commissie al de EU Life Science Strategy. Hollandbio ziet deze plannen als goede eerste stap omdat zij focussen op het vrijmaken van geld voor investeringen in biotech koplopers, het effenen van de weg naar de markt door betere afstemming en coördinatie en het wegnemen van barrières voor implementatie en adoptie van innovaties door (gezamenlijke) inkoop door overheden. Natuurlijk blijven we scherp volgen of deze plannen de gewenste impact gaan maken in de praktijk en hoe bijvoorbeeld de Nederlandse overheid reageert op de Life Sciences Strategy. Want alleen door het omzetten van woorden naar daden, maken we van Europa weer een plek waar biotech bedrijven kunnen groeien en bloeien.  

Chief Biotech Officer 

Naast consultaties en nieuw beleid die uit Brussel komen, geven zij ook een heel duidelijke boodschap af: biotech is voor Europa ontzettend belangrijk. Met een grote meerderheid stemde het Europees Parlement voor het erkennen van biotech als een van de tien strategische technologiesectoren, en als het aan de Europarlementariërs ligt komt er binnenkort een plek voor een Chief Biotech Officer in de Europese Commissie.  

Nieuw EU-budget met meer ruimte voor financiering biotech 

Als meest recente toevoeging aan deze Europese biotech beleidszomer hebben we de uitgelekte plannen van de Europese Commissie voor het nieuwe Multi-annual financial framework (MFF), oftewel de Europese begroting voor de periode van 2028 tot en met 20234.  De Europese Commissie wil biotech in brede zin (van toepassingen in gezondheidszorg tot in landbouw, materialen en klimaat) als een van de vier speerpunten bestempelen binnen een nieuw op te zetten European Competitiveness van 22,6 miljard euro. Ook krijgt Horizon Europe een flink extra bedrag te besteden waarmee het budget bijna verdubbelt. Hoewel dit nog niets zegt over de definitieve vorm en uitwerking van de meerjarenbegroting, is de gekozen richting en inzet op biotech zeer positief en het aanmoedigen waard.

EC presenteert EU Life Sciences Strategie: ambitieuze koers richting verbetering

Als biotech ondernemer weet je hoe uitdagend het Europese speelveld kan zijn. Financiering is schaars, regelgeving versnipperd en de weg naar de markt  voelt vaak als een hindernisbaan. Daarom leverde hollandbio, namens de Nederlandse biotech sector, gerichte input voor de nieuwe EU Life Sciences Strategie. Goed nieuws: de Europese Commissie heeft geluisterd. In de gepresenteerde strategie herkennen we meerdere van onze aanbevelingen terug op het gebied van financiering, markttoegang en implementatie in de maatschappij. We leggen de strategie langs onze meetlat.

Investeren in koplopers 

Hollandbio benadrukte allereerst dat biotech start- en scaleups moeite hebben om voldoende en passende financiering aan te trekken, vooral in de kritieke fase tussen publiek en privaat kapitaal. De EC maakt tenminste €450 miljoen beschikbaar onder de Horizon Europe om life sciences startups en scaleups verder te helpen bij de ontwikkeling van innovatieve moleculen, geavanceerde biomaterialen, duurzame productietechnologieën, biomassa-toepassingen, en microbiële oplossingen voor gezondheid en landbouw. Ook stellen ze een Europees breed investeringsplan op om financiering voor klinische trials en bijbehorende infrastructuur te faciliteren.  

Weg naar de markt effenen 

Ook wezen we de EC op het effenen van structurele obstakels zoals ontoegankelijke staatssteun, trage goedkeuringstrajecten en een gebrek aan eenheid in regelgeving. Om die problematiek aan te pakken zet de EC nu in op snellere markttoegang en roept ze een Life Science Coordination Group in het leven voor het stroomlijnen en afstemmen van diverse dossiers en financieringsinstrumenten tussen verschillende sectoren en stakeholders. Deze integrale aanpak sluit goed aan bij de oproep die wij de EC zowel voor deze strategie als de aankomende EU Biotech Act hebben meegegeven.   

Barrières wegnemen voor implementatie en adoptie 

Tot slot maakt de EC €300 miljoen vrij voor de inkoop van innovatieve oplossingen, waaronder vaccins en kankerbehandelingen – een belangrijke stap richting snellere implementatie van biotech innovaties. 

Hollandbio is blij dat de strategie van de EC meerdere van onze aanbevelingen weerspiegelt. Het is een belangrijke stap richting een sterker innovatieklimaat voor biotech in Europa. Natuurlijk blijven we scherp volgen of deze plannen de gewenste impact gaan maken in de praktijk. Want alleen dan maken we van Europa weer een plek waar biotech bedrijven kunnen groeien en bloeien.

MEPs Launch “EU Biotech and Life Sciences Alliance” to advance Europe’s global leadership for innovation

This week, the EU Biotech and Life Sciences Alliance was launched by Members of the European Parliament (MEPs), supported by EuropaBio, with a clearly set ambition to strengthen the EU’s leadership when it comes to a competitive, innovative, and socially responsible biotechnology and life sciences sector in Europe. The Alliance will serve as a forum for structured dialogue with sector experts, academia, civil society, and advocacy groups and for stakeholder engagement and parliamentary collaboration. The ultimate aim is to make Europe the best place in the world to invest in, innovate, produce, and use biotechnology products. Hollandbio welcomes the launch of the Alliance and will bring it to the attention of Dutch MEPs so that they will join this valuable platform.

Europe risks missing its biotech moment – time to act now! 

As the European Commission prepares its long-awaited Biotech Act, US voices from industry, academia and advocacy warn that while Europe leads in science, it lags in translation. According to their response to the Commission’s call for evidence, fragmented rules, complex clinical trial systems, and regulatory delays are stifling innovation. At the BIO International Convention in Boston, Commissioner Olivér Várhelyi echoed the urgency: “We have to make it easier to innovate in Europe. We have to make it easier to manufacture in Europe. And we have to make it much faster for therapies to get to patients.” Hollandbio supports this momentum through a brand-new EU Biotech Act campaign, advocating for bold policy changes to unlock biotech innovation across Europe, and giving you a chance to have your voice heard too. EU Biotech Act call for evidence: four asks to make biotech thrive

Europe worked hard to become a leader in biotech. But while the rest of the world is taking the next step, we are blocking ourselves. Innovations get stuck in outdated rules and fragmented regulations, talent moves elsewhere, and other continents capitalize on European breakthroughs. If we don’t act now, Europe not only loses its frontrunner’s position, but also the societal and economic benefits that biotech can deliver: new medicines, smarter and cleaner products and a resilient economy.  

While the US and China are competing over pole position, the EU aims to step up its game when it comes to biotech, too. The EU Biotech Act, to be launched next year, is one the instruments to reinstate Europe as a biotech powerhouse. At hollandbio, we welcome the EU Biotech Act as a long-awaited opportunity to restore Europe’s leadership in biotechnology and strengthen our biotech innovation ecosystem—from invention all the way to uptake.   

In our overarching EU Biotech Act position paper, we state what we think is needed to ensure European biotech can thrive. Building on this, hollandbio submitted four key asks for the European Commission’s recent Call for Evidence, a consultation to gather input from stakeholders and experts to shape the EU Biotech Act legislative proposal. 

To ensure biotech can thrive in Europe, we urge policymakers to focus on four key priorities: 

  • Boosting biotech with an integrated approach; 
  • Investing in progress driven by frontrunners; 
  • Paving the way to market entry; 
  • Removing barriers for implementation and uptake.
